IEE operates through collaboration with stakeholders to implement education projects. Primarily, IEE programming is intended to complement priorities of the Ministry of Education and Rwanda Education Board.

IEE contributes to these priorities through two modalities:

• Direct support to Ministry of Education and Rwanda Education Board activities in support of education implementation. Through this modality IEE uses its own resources to support identified education activities.
• Partnership with stakeholders in grantee or sub-grantee capacities to support education activities. Through this modality, IEE uses partners’ resources combined with its own, to support implementation of Ministry of Education and Rwanda Education Board activities.

IEE signs memoranda of understanding with government departments and other partners with which it collaborates, to fulfil its commitment to support education.
